It has come to our attention that you sent the below email today (1/5/2011) to members of the IEEE D5 Working Group (P998).
First, you are not authorized to speak on behalf of the IEEE regarding the legal implications of an individual's participation in IEEE Standards Association activities. Second, we view this same email to constitute harassment as that term is defined in the IEEE Policy on Nondiscrimination, i.e., conduct that has the purpose or effect of unreasonably interfering with an individual’s participation in IEEE activities or creating an intimidating, hostile or offensive environment [see url below].
Taken together with your many emails over the last several weeks, you appear to be engaged in a "systematic campaign of interpersonal destruction against" the IEEE D5 Working Group as they are about to ballot the proposed IEEE P998 Standard, which would constitute bullying under the foregoing policy.
We direct you to stop sending emails to members of the IEEE sponsor, subcommittees, and working group, including anyone that might sign up for the IEEE P998 ballot group, that violate the IEEE Policy on Nondiscrimination http://www.ieee.org/about/corporate/governance/p9-26.html
